Democrats are working to enact a religious exception to the 1837 legal rule that prohibits anyone from wearing hats, headscarves, and other types of head-wear on the floor while the House is in session. This push comes after the first two Muslim women in history, Rashida Tlaib and Ilhan Omar, were elected to Congress—Omar wears a headscarf. Omar drafted the change document along with Rep. Nancy Pelosi and Rep. Jim McGovern. Omar has emphasized that it’s her First Amendment right to wear her headscarf and hopes that all members will be allowed their own religious freedom of expression. She believes a new rule will "[emphasize] diversity and [provide] an opportunity for all Americans to be included in this institution.”
